The animosity between the former Bowie police chief and the city manager fired up again Tuesday night as the educational background of Ricky Tow was questioned.
City council members faced a four-item agenda, but the meeting opened with some fiery public comments. Gayno Shelton addressed the council on the job description for city manager, as his son-in-law, the former Police Chief David Scruggs and his wife, Jarae, looked on.
While Scruggs did not directly address the council, Shelton read through the job description and repeated several times the education requirement that cited a bachelor or master degree in government, public administration or equivalent field preferred. Read the full story in the Saturday News.
