Rebid process pays off for city with great low interest rate

The rebid process for the City of Bowie’s $4 million energy project paid off producing a net effective interest rate of .45 percent over the 20-year life of the project.
Paul Jasin, managing director for Specialized Public Finance, presented the rebid proposal at Tuesday night’s Bowie City Council meeting that drew six bidders.
In the original November bid opening only two bids came in, which led Jasin to recommend the rebid with an enhancement for the tax pledge.
Through the qualified energy conservation bond proposal the city takes advantage of the local government code to update its infrastructure through an energy performance contract financed through a low-interest rate subsidy. The project totals $4.1 million for the full energy retrofit. Read the full story in the weekend News.
