Bowie ISD strives to maintain present tax rate

Bowie Independent School District will consider keeping the present debt service tax rate for 2017, using reserve funds to make up the expected deficit.
In addition the board directed Chief Financial Officer Jonathan Pastusek to include the state salary step schedule for teachers, a 2.1 percent salary increase for non-step staff members and a $25 per month contribution to insurance for those taking coverage.
Trustees debated the budget for about an hour in a Tuesday night meeting.
Pastusek presented options for the debt service portion of the tax rate. The district has reached the maximum rate allowed for maintenance and operation at $1.04 per $100 in property tax. The operational portion of the rate has been at $1.04 since 2008, when it moved up from $1.02.
The debt portion has fluctuated during the past 10 years as new bond issues and bond refinancing were approved. Its height was in 2012 when it was .2671, creating a total tax rate of $1.3071.
However, in 2013 the debt rate went down to .1907. It continued to decline to .1430 in 2014 and .1432 in 2015, but jumped up to .18 in 2016.

The regular meeting of the Bowie City Council for July 22 has been cancelled. City Manager Bert Cunningham and Mayor Gaylynn Burris will be attending the Texas Public Power Association conference.

City staff examines new generators for water plant

City of Bowie officials were on hand to inspect the emergency electrical generators that were delivered last week.
Mayor Gaylynn Burris and City Manager Bert Cunningham inspected one of three emergency electrical generators purchased as part of an ongoing Federal Emergency Management Agency Hazard Mitigation Grant. They also talked with Jay Evans, head of the city electric department, and Jerry Sutton, director of the water treatment plant about the next step for installation of the generators.
This grant provides funding for one 150 kW and two 250 kW generators for use at the water treatment plant.
